LEGISLATIVE COUNSEL'S DIGEST SB 484, Lockyer. Workers' compensation. Existing law provides for the payment of workers' compensation benefits to employees injured in the course of employment. Existing law contains various provisions regulating workers' compensation. This bill would appropriate $500,000 from the Workplace Health and Safety Revolving Fund to the Commission on Health and Safety and Workers' Compensation. It would appropriate $4,600,000 as a loan from the General Fund to the Department of Corporations to cover startup personnel and operating expenses for the period from January 1, 1994, to June 30, 1995, inclusive, relating to implementation of the Workers' Compensation Health Care Provider Organization Act. The bill would appropriate $2,000,000 from the Workers' Compensation Administration Fund and $4,000,000 from the General Fund to the Division of Workers' Compensation. The bill would become operative only if AB 110, AB 119, AB 1300, and SB 983 are also enacted. The bill would declare that it is to take effect immediately as an urgency statute. Appropriation: yes. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. The sum of five hundred thousand dollars ($500,000) is appropriated from the Workplace Health and Safety Revolving Fund to the Commission on Health and Safety and Workers' Compensation. SEC. 2. The sum of four million six hundred thousand dollars ($4,600,000) is appropriated as a loan from the General Fund to the Department of Corporations to cover startup personnel and operating expenses for the period from January 1, 1994, to June 30, 1995, inclusive, relating to implementation of the Workers' Compensation Health Care Provider Organization Act. The loan shall be repaid over four years in equal annual installments of one million one hundred fifty thousand dollars ($1,150,000) plus interest calculated at the Pooled Money Investment Account rate. SEC. 3. The sum of two million dollars ($2,000,000) is appropriated from the Workers' Compensation Administration Fund to the Division of Workers' Compensation. SEC. 4. The sum of four million dollars ($4,000,000) is appropriated from the General Fund to the Division of Workers' Compensation. SEC. 5. This act shall become operative only if Assembly Bills 110, 119, 1300, and Senate Bill 983 of the 1993-94 Regular Session are all enacted and become effective on or before January 1, 1994. SEC. 6. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are: In order to make changes to California's workers' compensation system that are needed to provide immediate relief to California businesses and workers, it is necessary for this act to take effect immediately.
