LEGISLATIVE COUNSEL'S DIGEST SB 1449, Roberti. Displaced homemakers. Existing law, effective until January 1, 1995, provides for a pilot project under the administration of the California Commission on the Status of Women, for the making of loans to displaced homemakers. This bill would extend the duration of these provisions to January 1, 1997. This bill would also create the California Council on Displaced Homemakers, prescribe its composition, and set forth its duties. These provisions would cease to be effective on January 1, 1997. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 8258.7 is added to the Government Code, to read: 8258.7. (a) There is hereby created the California Council on Displaced Homemakers. (b) The council shall be composed of the following members: (1) The Director of Health Services, the Director of Social Services, the Director of Employment Development, the Director of Aging, the Superintendent of Public Instruction, and the Chancellor of the California Community Colleges, or their designees, the executive director of the Commission on the Status of Women, and the President of the California Displaced Homemakers Network. (2) Four members, two each appointed by the Senate Rules Committee and the Speaker of the Assembly, who shall be representatives of community-based organizations that serve displaced homemakers, with priority to be given to those that serve ethnically diverse populations. SEC. 2. Section 8258.8 is added to the Government Code, to read: 8258.8. (a) The council shall have all of the following duties: (1) To explore funding sources for displaced homemaker programs, including, but not limited to, a surcharge on divorce filing fees. (2) To develop a state plan for displaced homemakers that will effectively coordinate existing state and local programs and provide funds for the delivery of services through community-based organizations. (3) Submit a report to the Legislature by March 1, 1996. (b) The Commission on the Status of Women shall provide administrative support to the council and shall act as the lead agency in the preparation of the report. (c) The report shall include all of the following: (1) An inventory of existing state and local programs to serve displaced homemakers. (2) Recommendations to the Legislature on improvement of services to displaced homemakers. (3) Recommendations to the Legislature on funding services to displaced homemakers. SEC. 3. Section 8259 of the Government Code is amended to read: 8259. This chapter shall remain in effect until January 1, 1997, and as of that date is repealed, unless a later enacted statute, which is enacted before January 1, 1997, deletes or extends that date.
