   An act relating to consumer affairs  , and declaring the
urgency thereof, to take effect immediately  .

   AB 2795, as amended, Committee on Budget.    Department of
Consumer Affairs.
   Existing law provides for the existence in state government of a
Department of Consumer Affairs.  Various boards and commissions are
within the jurisdiction of the department.
   This bill would express legislative intent to make necessary
statutory changes to implement the Budget Act of 1998 relative to the
Department of Consumer Affairs, including boards and commissions
within the department.  
   The bill would declare that it is to take effect immediately as an
urgency statute.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  It is the intent of the Legislature in enacting this
act to make the necessary statutory changes to implement the Budget
Act of 1998 relative to the Department of Consumer Affairs, including
boards and commissions within the department.  
  SEC. 2.  This act is an urgency statute necessary for the immediate
preservation of the public peace, health, or safety within the
meaning of Article IV of the Constitution and shall go into immediate
effect.  The facts constituting the necessity are:
   In order to make the necessary statutory changes to implement the
Budget Act of 1998 at the earliest possible time, it is necessary
that this act take effect immediately.
