LEGISLATIVE COUNSEL'S DIGEST SB 571, as amended, C. Wright. Radiologic technology: venipuncture. Existing law authorizes a radiologic technologist, under the general supervision, as defined, of a physician and surgeon, to assist a physician and surgeon in completing an injection to administer contrast materials after the performance of venipuncture or arterial puncture by a person authorized to perform these tasks. This bill would instead authorize a radiologic technologist, under the general supervision of a physician and surgeon, to perform venipuncturefor an injectionto administer contrast materials if the radiologic technologist has received certain training and education and been issued a certificate. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 106985 of the Health and Safety Code is amended to read: 106985. (a) Notwithstanding Section 2052 of the Business and Professions Code or any other provision of law, a radiologic technologist certified pursuant to the Radiologic Technology Act (Section 27) may, under the general supervision of a licensed physician and surgeon, perform venipuncturefor an injectionto administer contrast materials, manually or by utilizing a mechanical injector, if the radiologic technologist hasreceived training and education, andbeen issued a certificate, as described in (b). (b) A radiologic technologist may perform venipuncture, as described in (a), only if the radiologic technologist has received sufficient training andeducation as determined by the Bureau of Radiologic Healtheducation, as specified in subdivision (d) . The radiologic technologist shall be issued a certificate bythe training institutionan approved school of radiologic technology or instructor indicating satisfactory completion of the training required. (c) "General supervision," for purposes of this section, means the direction of procedures authorized by this section by a licensed physician and surgeon who shall be physically present within the facility andimmediatelyavailable within the facility where the procedures areperformed.performed, in order to provide immediate medical intervention to prevent or mitigate injury to the patient in the event of adverse reaction. (d) Training and education is deemed sufficient if the radiologic technologist has complied with both of the following: (1) Received a total of ten hours of instruction, including all of the following: (A) Anatomy and physiology of venipuncture sites. (B) Venipuncture instruments, intravenous solutions, and related equipment. (C) Puncture techniques. (D) Techniques of intravenous line establishment. (E) Hazards and complications of venipuncture. (F) Post-puncture care. (G) Composition and purpose of antianaphylaxis tray. (H) First aid and basic cardiopulmonary resuscitation. (2) Performed ten venipunctures under supervision. (e) Schools for radiologic technologists shall include the instruction specified in subdivision (d).
