DIGEST  :    The Budget Act of 1997 includes appropriations  
for the support of elementary and secondary education and  
community colleges.  Existing law, the California  
Constitution, establishes a method of calculating the  
minimum funding obligation to school districts and  
community college districts for each fiscal year.  

This bill would express the intent of the Legislature to  
make the necessary statutory changes to implement the  
Budget Act of 1997 relative to elementary and secondary  
education, community colleges, and the state's minimum  
funding obligation to school districts and community  
college districts under Section 8 of Article XVI of the  
California Constitution for prior fiscal years.

NOTE:  This bill is to be used as a vehicle for a trailer  
bill to the 1997-98 State Budget.
