An act relating to state-mandated local programs, making an
appropriation therefor, and declaring the urgency thereof, to take
effect immediately.

Existing law requires the principal of a school to notify local
law enforcement authorities of any acts by a pupil that may involve
the possession or sale of narcotics or a controlled substance or the
possession of a firearm or other weapon.
The California Constitution requires the state to reimburse local
agencies and school districts for certain costs mandated by the
state. Existing law establishes procedures for making that
reimbursement.
This bill would appropriate $5,227,000 from the General Fund to
the Controller for the payment of claims by schools for reimbursement
for state-mandated local costs incurred from July 1, 1994, to June
30, 1999, as a result of notifying law enforcement agencies as
described above.
The bill would declare that it is to take effect immediately as an
urgency statute.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. (a) The sum of five million two hundred twenty-seven
thousand dollars ($5,227,000) is hereby appropriated from the General
Fund to the Controller for the payment of claims from school
districts and county offices of education seeking reimbursement for
state-mandated local costs incurred pursuant to subdivision (c) of
Section 48902 of the Education Code for costs incurred from July 1,
1994, to June 30, 1999, inclusive.
(b) For the purpose of making the computations required by Section
8 of Article XVI of the California Constitution, the appropriation
made by this section shall be deemed to be "General Fund revenues
appropriated for school districts," as defined in subdivision (c) of
Section 41202 of the Education Code, for the 1997-98 fiscal year and
included within the "total allocations to school districts and
community college districts from General Fund proceeds of taxes
appropriated pursuant to Article XIII B," as defined in subdivision
(e) of Section 41202 of the Education Code.
SEC. 2. This act is an urgency statute necessary for the immediate
preservation of the public peace, health, or safety within the
meaning of Article IV of the Constitution and shall go into immediate
effect. The facts constituting the necessity are:
In order to ensure the reimbursement as soon as possible of school
districts and county offices of education for the costs incurred in
notifying law enforcement authorities of unlawful acts by pupils from
July 1, 1994, to June 30, 1999, it is necessary that this act take
effect immediately.
