**Firearm Safety Account
STAFF COMMENTS: This bill:
beginning January 1, 2002, requires all firearms sold, or
manufactured in the state, except as otherwise specified,
to be accompanied by an approved safety device and a
warning, as specified,
requires DOJ, by January 1, 2000, to begin developing
safety standards for gun safety devices, and to report to
the Legislature by January 1, 2001,
requires DOJ to certify labs to test gun safety devices
and to compile and publish a roster of approved safety
devices. DOJ is authorized to charge a fee to cover the
costs of certification, and standards development,
authorizes DOJ to require a firearm dealer to charge a
purchaser a fee not to exceed $1 for each firearm
purchased for the purpose of supporting various program
costs related to this bill, and creates the Firearm
Safety Account within the General Fund,
requires local law enforcement agencies to report to
Department of Health Services (DHS) any incident in which
a child suffered an unintentional or self-inflicted
gunshot wound,
after January 1, 2002, authorizes DOJ to recall any gun
safe or firearms safety device that fails to conform to
specified provisions of the act,
makes a violation of certain provisions of this bill an
infraction or cause for license suspension/revocation.
Increased costs to DOJ for certifying the labs, including
the costs of developing standards, are offset by increased
fee revenues.
SB 130 (Hayden), on Assembly Appropriations Suspense, is
nearly identical to this bill.
