SUMMARY : Reduces the voter registration deadline from 29 days
to 14 days before an election.
The Senate Amendments delete the Assembly version of this bill
and instead:
1)Provides that a properly executed affidavit of registration is
deemed effective upon receipt by the county elections official
if received not later than the 15th day, instead of the 29th
day, prior to an election.
2)Requires the county elections official to accept a properly
executed voter registration card if it is executed on or
before the 15th day, instead of the 29th day, prior to an
election.
3)Provides that a voter who has moved from the district within
14 days, instead of 28 days, prior to an election may vote at
the precinct for that election.
4)Requires the county elections official to accept, as a
notification of a change of address within the county, a
notice or letter executed by a voter on or before the 15th,
instead of the 29th day, prior to an election, subject to
specified conditions.
5)Excepts a voter who has registered fewer than 29 days prior to

an election from the requirement that the Secretary of State
mail voters ballot pamphlets if the county clerk uses data
processing equipment data from the affidavits of registration.
6)Requires that a copy of the sample ballot of the party with
which the voter is affiliated, as evidenced by his or her
registration, be mailed within specified periods to each voter
entitled to vote at the primary who registered at least 29
days prior to the election.
7)Requires the sample ballot to be mailed to voters who
registered at least 29 days prior to an election, and a
polling place notice to voters who register after the 29th day
prior to the election.
8)Incorporates changes to Section 13300 of the Elections Code,
to take effect under specified conditions if both this bill
and SB 28 (Peace) are chaptered..
9)Makes related conforming changes.
AS PASSED BY THE ASSEMBLY , this bill authorized a voter who
properly executes a voter registration affidavit at the polling
place of his or her precinct on election day, to cast a
provisional ballot at that election.
FISCAL EFFECT : Unknown
COMMENTS : This bill represents a compromise from the original
version of this bill, which proposed a "same-day registration"
procedure, in which a voter could execute a voter registration
affidavit at the polling place on election day, and cast a
provisional ballot for that election. This bill now permits a
voter who executes a voter registration affidavit by the 15th,
instead of the 29th, day before an election, to vote a regular
ballot at that election. The bill also adjusts related
administrated deadlines in order to implement the new shorter
registration deadline.
