Current law requires the Department of Finance to prepare an annual report projecting the state's potential need for financing major capital outlay and infrastructure projects over the next 10 years. This report is due to the Governor and the fiscal committees of the Legislature by February 1st of each year. The Legislature is required to review the report for the purpose of determining capital outlay policies for the state. AB 1473 repeals the existing report and requires, beginning in 2002, that the Governor annually submit a 5-year infrastructure plan to the Legislature. The plan must contain: Identification of infrastructure requested by agencies Aggregate funding for transportation Infrastructure needs for K-12 Instructional facilities needs for UC, CSU, and the Community Colleges The cost of providing the infrastructure, sources of funding, and impact on the state's debt position. AB 1473 states that the plan does not need to specify projects for funding but may recommend "the type and quantity of infrastructure to be funded." Staff notes that such a general reporting requirement may not provide the Legislature with more information than it receives from the current infrastructure report. This plan is intended to be considered by the Legislature in conjunction with the Budget Bill. Staff notes that AB 1473 is similar to AB 636 (Migden), which was placed on the Suspense file at the 8/16 hearing.
