BILL ANALYSIS AB 2351 Page 1 Date of Hearing: April 26, 2000 ASSEMBLY COMMITTEE ON APPROPRIATIONS Carole Migden, Chairwoman AB 2351 (Zettel) - As Amended: April 5, 2000 Policy Committee: Public SafetyVote: 7-0 Urgency: No State Mandated Local Program: No Reimbursable: SUMMARY This bill: 1)Exempts, from prohibitions relating to assault guns, any gun, including any sanctioned by USA Shooting, used in Olympic-style international shooting competition. 2)Requires the Executive Director of USA Shooting to submit to the Department of Justice (DOJ) a list of the guns eligible for USA Shooting sanctioned events. FISCAL EFFECT Negligible costs to the DOJ to compile a list of Olympic-style guns. COMMENTS Rationale . The author is addressing the unique situation of an Olympic target shooting competitor in her district, Lauren Santibinez, whose pistol (which fires .22 caliber rounds) is prohibited by current law. Though current law no longer jeopardizes Ms Santibinez, as she has turned 18 and can now legally borrow a registered gun from her father, the author is concerned with the potential for similar scenarios.
