   An act relating to crime prevention, making an appropriation
therefor, and declaring the urgency thereof, to take effect
immediately.

   AB 2536, as amended, Scott.  Crime prevention.
   Existing law establishes various crime prevention programs.
   This bill would require the Department of Justice to 
conduct an education campaign   produce television spots
in both English and Spanish  regarding recent changes in
firearm laws,  to conduct an injury prevention campaign
addressing firearm injury prevention, and to conduct a study
assessing new laws affecting firearm commerce and firearm crime, as
specified.  This bill would reappropriate funds appropriated for the
SKS Sporter Rifle Buy-Back Program for purposes of the bill 
 the target market of which shall be the public, and would
require the Department of Justice to also develop television spots on
techniques aimed at reducing firearm injury and death.  This bill
would also appropriate $125,000 from the General Fund for purposes of
the bill  .
   This bill would declare that its provisions would become effective
immediately as an urgency statute.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  The Department of Justice shall do all of the
following:
   (a)  Conduct an education campaign   Produce
television spots in both English and Spanish  addressing changes
in the firearms laws.  The  campaign shall target law
enforcement, firearms dealers, and   target market of
the spots shall be  the public.  
   (b) The department shall carry out an injury prevention campaign
addressing firearm injury prevention and evaluate the firearm laws
passed in 1999.
   (c) The department shall contract with the University of
California, Davis, Violence Prevention Research Program to conduct
interim assessments of California's new firearm laws on firearm
commerce and firearm crime.  The University of California, Davis,
Violence Prevention Research Program shall subcontract with
researchers in southern California to conduct part of the research.
   (d) Notwithstanding any other provision of law, on the effective
date of this act, the balance of the funds appropriated for the SKS
Sporter Rifle Buy-Back Program in Item 0820-001-0001, Section 2.00 of
the Budget Act of 1999, for the necessary expenditures to implement
Chapter 909 of the Statutes of 1998, is hereby reappropriated to the
Department of Justice for expenditure for state operations for the
purposes and subject to the limitations provided for in this act.
 
   (b) Develop television spots on techniques aimed at reducing
firearm injury and death. 
  SEC. 2.   The sum of one hundred twenty-five thousand dollars
($125,000) is hereby appropriated from the General Fund to the
Department of Justice for the purposes of this act.
  SEC. 3.   This act is an urgency statute necessary for the
immediate preservation of the public peace, health, or safety within
the meaning of Article IV of the Constitution and shall go into
immediate effect.  The facts constituting the necessity are:
   In order to protect the public safety by  insuring
  ensuring  that unsafe firearms are not illegally
sold, it is necessary that this act take immediate effect.
