LEGISLATIVE COUNSEL'S DIGEST AB 2536, as amended, Scott. Crime prevention. Existing law establishes various crime prevention programs. This bill would require the Department of Justice to produce television spots in both English and Spanish regarding recent changes in firearm laws,the target market of which shall be the public, and would require the Department of Justice to also develop television spots on techniques aimed at reducing firearm injury and deathand a gun owner's responsibilities regarding safe storage of a firearm, as specified. This bill would also appropriate $125,000 from the General Fund for purposes of the bill. The bill would declare that it is to take effect immediately as an urgency statute. Vote:majority2/3 . Appropriation:noyes . Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. The Department of Justice shall do all of the following:(a) Produce television spots in both English and Spanish addressing changes in the firearms laws. The target market of the spots shall be the public. (b) Develop television spots on techniques aimed at reducing firearm injury and death.(a) Produce public service announcements in both English and Spanish to inform the public on: (1) Changes in firearms laws and how to obtain more information on current laws. (2) A gun owner's responsibilities for the safe storage of a firearm as included in the Department of Justice Basic Firearms Safety Course and Section 12080 of the Penal Code. (b) No publicly elected official shall be identified with or involved in the public service announcements. SEC. 2. The sum of one hundred twenty-five thousand dollars ($125,000) is hereby appropriated from the General Fund to the Department of Justice for the purposes of this act. SEC. 3. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect.
