BILL ANALYSIS Appropriations Committee Fiscal Summary AB2536 (Scott) Hearing Date:8/7/00 Amended:6/19/00 Consultant: Lisa Matocq Policy Vote:Pub Saf 5-0 ____________________________________________________________ ___ BILL SUMMARY: AB 2536, an urgency bill, (1) requires the Department of Justice (DOJ) to produce public service announcements, in English and in Spanish, regarding recent changes in firearms laws, and in safe storage practices, and (2) appropriates $125,000 from the General Fund for this purpose. STAFF COMMENTS: DOJ has been required by statute to conduct various firearms related public education campaigns on topics such as: the definition and registration requirements of assault weapons ($350,000 was expended in 1999/2000 for this purpose), a SKS Rifle buyback program ($300,000 was expended in 19998/99 for this purpose), and the need for persons moving to California with handguns to register those handguns (costs were to be absorbed by DOJ). According to the author's staff, once the announcement is developed, DOJ would seek public service announcement airtime and/or foundation funding of airtime. STAFF NOTES that the author may wish to consider amending the bill to clarify this point and to clarify that the appropriation is intended to be one-time.
