Senate Constitutional Amendment No. 13--A resolution to propose to
the people of the State of California an amendment to the
Constitution of the State, by amending Section 6 of Article II
thereof, relating to the office of Secretary of State.
LEGISLATIVE COUNSEL'S DIGEST
SCA 13, as introduced, McPherson. Office of Secretary of State:
nonpartisan office.
Existing provisions of the California Constitution specify that
all judicial, school, city, and county offices shall be nonpartisan.
This measure would specify, in addition, that the office of
Secretary of State shall be nonpartisan.
Vote: 2/3. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.
Resolved by the Senate, the Assembly concurring, That the
Legislature of the State of California at its 1999-2000 Regular
Session commencing on the seventh day of December 1998, two-thirds of
the membership of each house concurring, hereby proposes to the
people of the State of California that the Constitution of the State
be amended by amending Section 6 of Article II thereof, to read:
SEC. 6. (a) All judicial, school, county, and city offices
shall be nonpartisan.
(b) The office of Secretary of State shall be nonpartisan.
(c) No political party or party central committee may
endorse, support, or oppose a candidate for nonpartisan office.
