BILL NUMBER: SB 360
  VETOED	DATE: 09/29/2000

SEP 29 2000

To Members of the California State Senate:

I am returning Senate Bill 360 without my signature.

By requiring the governing boards of school districts and community
college districts to specify the services that each short-term
employee is expected to perform preparatory to hiring them, this bill
would make it logistically difficult for districts to hire a
sufficient number of these staff to meet their operational needs.
This would have the effect of forcing districts to hire an increased
number of classified employees, who generally earn higher salary and
benefit rates than short-term em ployees, to meet staffing needs.

As the increased costs associated with hiring these staff would be
state-mandated, this legislation could cost hundreds of millions of
dollars per year.

In addition to imposing significant costs, I believe this legislation
would unnecessarily limit the ability of school and community
college districts to implement personnel policies that best meet
their individual needs.

Sincerely,

GRAY DAVIS
