BILL SUMMARY:
SB 1149 lowers from 50 to 20 the minimum number of
employees in a workplace where the family and medical leave
must be provided. It also requires employers to take steps
to inform employees of their rights to family and medical
leave and pregnancy disability leave. These steps include
to:
Distribute copies of information sheets prepared by the
Department of Fair Employment and Housing to all
employees.
Provide employees reasonable advance notice of any
requirements that it adopts pertaining to these types of
leaves.
Establish and maintain effective training programs for
managers, supervisors, human resource directors, health
benefit administrations, or other personnel with
responsibility for any aspect of employee's leave
entitlements to provide training at least annually about
rights to take leave.
Maintain a record of the training sessions.
The bill also allows family and medical leave for a parent
to care for their adult child who is not his/her dependent.

STAFF COMMENTS:
This bill meets the criteria to be placed on the Suspense
file.
Costs for information sheets for the state's 280,000
employees and training for their supervisors would easily
exceed $150,000 annually.
