LEGISLATIVE COUNSEL'S DIGEST SB 101, Johannessen. California Veterans Board. Existing law provides for a California Veterans Board consisting of the Secretary of Veterans Affairs and 6 members appointed by the Governor subject to Senate confirmation. This bill, instead, would specify that the board shall consist of 7 members appointed by the Governor subject to Senate confirmation. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 65 of the Military and Veterans Code is amended to read: 65. The California Veterans Board shall consist of seven members who shall be appointed by the Governor subject to the confirmation of the Senate.
