LEGISLATIVE COUNSEL'S DIGEST SB 2061, Schiff. State Theatrical Arts Resources Partnership. Existing law sets forth the duties of the Trade and Commerce Agency, and of the California Film Commission within the agency, in helping to maintain and improve the position of the state's motion picture industry in the national and world markets. This bill would establish the State Theatrical Arts Resources (STAR) Partnership within the commission. It would require the commission to collaborate with the Department of General Services and other appropriate state agencies in identifying surplus state properties that may be available for use under the partnership, to list available properties for the use of filmmakers and location scouts at an interactive web site, and to make those properties available for film and television movie production at a nominal fee. It would authorize the commission to initiate discussions with local film liaisons to help establish local STAR partnerships to identify local surplus or unused government property or assets that may be used for commercial motion picture production. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Chapter 4 (commencing with Section 14999.50) is added to Part 5.7 of Division 3 of Title 2 of the Government Code, to read: CHAPTER 4. STATE THEATRICAL ARTS RESOURCES PARTNERSHIP 14999.50. It is the intent of the Legislature to help develop California's film industry and thereby further strengthen the state's economy by providing surplus government-owned property to film and television movie production companies at a low cost. 14999.55. (a) The State Theatrical Arts Resources (STAR) Partnership is hereby established within the California Film Commission. (b) The commission shall collaborate with the Department of General Services and other appropriate state agencies in identifying surplus state properties that may be available for use under the partnership. (c) The commission shall list available properties for the use of filmmakers and location scouts at an interactive web site, with relevant information about the properties and instructions for contacting the commission and obtaining use of the properties. (d) The state properties identified under the program shall be made available for film and television production at a nominal fee, as established by the commission and the Department of General Services or other appropriate state agency. Production companies shall be responsible for any additional related costs, such as maintenance or electrical costs, that the state incurs because of filming at the property. (e) The commission shall work with the Film Liaisons in California, Statewide, to establish local STAR partnerships to identify local surplus or unused government property or assets that may be used for film and television movie production.
