LEGISLATIVE COUNSEL'S DIGEST AB 1630, Lowenthal. Local agency formation commission: Los Angeles. Under existing law, a county local agency formation commission (LAFCO) is required to initiate and make studies of existing governmental agencies so as to advantageously provide for the present and future needs of each county and its communities and may apply for or accept any financial assistance and grants-in-aid from the state or from a local government. This bill would appropriate $320,000 from the General Fund to the Los Angeles County LAFCO, to study whether it is feasible for the Harbor Area communities to detach from the City of Los Angeles and to incorporate into their own city. Appropriation: yes. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 56657 is added to the Government Code, to read: 56657. (a) The sum of three hundred twenty thousand dollars ($320,000) is hereby appropriated from the General Fund to the Local Agency Formation Commission of the County of Los Angeles for the purpose of conducting a study to determine whether it is feasible for the Harbor Area, consisting of the communities of San Pedro, Wilmington, and Harbor City, to detach from the City of Los Angeles and to incorporate as a new city. (b) This section shall remain in effect only until January 1, 2002, and as of that date is repealed, unless a later enacted statute, that is enacted before January 1, 2002, deletes or extends that date.
