          BILL SUMMARY: 
          
          AB 1191 establishes a process for resolving disputes  
          between the Department of Developmental Services' (DDS')  
          regional centers and local public agencies, such as county  
          mental health departments or local education agencies.  The  
          bill also limits the use of this process to disputes over  
          provision of, or payment for, services that are contained  
          in an individualized family service plan or individualized  
          program plan for any child under 6 years of age.

          STAFF COMMENTS:  
          
          DDS has estimated that the annual cost of the dispute  
          process would be approximately $120,000 from the General  
          Fund.  These funds would be used to pay the Office of  
          Administrative Hearings (OAH) for its services for the  
          review of, and decisions on, about 70 cases per year.
