          BILL SUMMARY:   AB 1242, an urgency bill, amends and  
          supplements the 2001 Budget Act as follows:

           reduces by $120,000 the appropriation to the Veterans'  
            Home in Barstow,
           reduces by $80,000 the appropriation to the Veterans'  
            Home in Chula Vista, 
           augments by $200,000 the appropriation to the Department  
            of Fish and Game to pay for a study of the feasibility of  
            "maintaining in good condition the fish in Rector Creek  
            below Rector Dam",
           augments by $250,000 the appropriation to the Department  
            of Water Resources to pay for a study to determine the  
            water demand of state facilities entitled to water from  
            Rector Reservoir, and to develop related rules.

          STAFF COMMENTS:  This bill is a gut and amend today.  The
