          BILL SUMMARY: 
          
          SCR 13 is the annual concurrent resolution that authorizes  
          the California Law Revision Commission (CLRC) to continue  
          its study of various topics.

          STAFF COMMENTS:  
          
          This bill meets the criteria for referral to the Suspense  
          File.  While ongoing funding for the CLRC is included in  
          the budget, staff notes that, under current law, the CLRC  
          may study only matters referred to it by concurrent  
          resolution of the Legislature.  Thus, this resolution  
          provides the CLRC's raison d'etre.  The CLRC is proposed to  
          be funded at $675,000 and 6.5  personnel years

          The CLRC is currently authorized to study 19 specific  
          topics.  This resolution provides reauthorization to allow  
          continued study of 18 previously authorized topics (with  
          the expansion of two of those topics), the deletion of one  
          study topic, and the addition of one topic.  Specifically  
          the resolution deletes Environmental Quality and Natural  
          Resources as a study topic and adds Subdivision Map Act and  
          Mitigation Fee Act.
          
          Prior legislation includes:  SCR 43 (Kopp of 1996), SCR 3  
          (Kopp of 1997), SCR 65 (Kopp of 1998), and ACR 17 (Wayne of  










          1999).  No resolution was passed in 2000.
