           SUMMARY  

          This bill extends the sunset dates for several professional  
          boards.  Specifically, this bill: 

          1)Extends the sunset for the Board of Guide Dogs for the Blind  
            until January 2007, for the California Tax Education Council  
            to January 2009, for the California Council for Interior  
            Design Certification to January 2004, and for the Board of  
            Professional Engineers and Land Surveyors to January 2005.  

          2)Increases license fees and changes the license renewal period  
            for surveyors and professional engineers-from $175 every four  
            years to $400 every two years.  

          3)Increases the application fee for surveyors- and  
            engineers-in-training from $60 to $100.  

          4)Makes other changes regarding the above entities and  
            professions pursuant to recommendations of the Joint  
            Legislative Sunset Review Committee (JLSRC) and the Department  
            of Consumer Affairs (DCA).

           FISCAL EFFECT  

          1)Special fund revenue increase, from increased fees, of about  
            $1 million in 2001-02 and increasing to about $4 million in  
            2004-05 and thereafter.  [Professional Engineers and Land  
            Surveyors Fund]

          2)Any costs to the effected entities would be minor and  
            absorbable.

           COMMENTS  

           1)Purpose  .  This bill is intended to implement legislative  
            changes recommended by the JLSRC, which is chaired by the  
            author, for several licensing boards within DCA.  In 2000-01,  
            JLSRC reviewed three boards and one committee auxiliary under  
            DCA, and two private nonprofit organizations independent of  
            DCA.  The initial assessment covered the Board of Accountancy,  
            Dental Board, Board of Guide Dogs for the Blind, Committee on  
            Dental Auxiliaries, the California Tax Education Council, and  
            the California Council for Interior Design Certification.   
            JLSRC recommendations regarding the Board of Accountancy,  
            Dental Board and Committee of Dental Auxiliaries are  
            incorporated in other legislation.  

           2)Prior Legislation  .  A sunset review bill of last year, SB 2030  
            (Figueroa), included the same fee increases for engineers and  
            land surveyors.  However, at the request of the  
            administration, the fee increases were removed from that bill.
