           SUMMARY  

          This bill requires that late bids on state public works  
          contracts be returned unopened and clarifies current notice  
          requirements regarding receipt of contract bids.

           FISCAL EFFECT  

          Negligible absorbable costs for state agencies to return  
          unopened bids.

           COMMENTS  

           Purpose  .  This bill incorporates three elements from Section  
          53068 of the Government Code, which pertain to local agencies,  
          into the General Provisions of the Public Contract Code.  Two of  
          those elements provide more complete information for bid  
          invitations, and the third element requires that late bids be  
          returned unopened.  In practice, this bill will make state and  
          local bidding procedures more alike, thus providing greater  
          consistency to bidders for public contracts.
