           COMMENTS

Purpose . This bill, sponsored by the Department of Housing and
Community Development, is intended to improve the enforcement of
residential building codes by updating and strengthening
existing code enforcement laws, thus helping communities
preserve existing housing stock. According to the author, local
governments have identified various laws that are either
out-of-date with regard to penalties and procedures or require
strengthening because they no longer deter code violations in
residential buildings. The author notes that such problems
became obvious as local governments developed and implemented
          more effective code enforcement policies.
