          BILL SUMMARY: 
          
          AB 1369 requires all residential care facilities for the  
          elderly (RCFEs) with more than 60 beds to purchase  
          automatic external defibrillators and train their staff in  
          the use of these defibrillators.  The bill also contains  
          provisions to protect the rights of those who have  
          completed a Do Not Resuscitate form and live in RCFEs.

          STAFF COMMENTS:  
          
          The Department of Social Services (DSS) has estimated that  
          there would be minor state costs as a result of the passage  
          of this measure.  DSS already has regulations regarding the  
          use of defibrillators in RCFEs, but they would have to be  
          modified to include the mandate and training provisions.   
          Inspections of RCFEs would also have to be expanded to  
          include the defibrillators and a review of training  
          records.

          The costs of the defibrillators and training would be  
          entirely borne by the RCFEs, which are funded by rent  
          payments from their residents.
