           SUMMARY  

          This bill revises a series of various provisions related to the  
          Department of Housing and Community Development (HCD).   
          Specifically, this bill:

          1)Requires HCD to prepare the Statewide Housing Plan (SHP) at  
            least every five years instead of every two years, and makes  
            conforming and technical changes to the SHP content.  

          2)Clarifies provisions related to the State Historical Building  
            Code.  

          3)Implements California Law Revision Commission recommendations  
            to add chapter and article headings to the Davis-Stirling Act,  
            which regulates common interest developments.

           FISCAL EFFECT  

          Negligible fiscal impact to the HCD.

           COMMENTS  

           Purpose  .  This omnibus housing bill is co-sponsored by HCD and  
          the Department of General Services to address minor and  
          non-controversial statutory changes to various programs.  The  
          bill attempts to bring obsolete statutes up to date with the  
          real world practicability of the SHP.  In reality, HCD has never  
          met the requirement to publish the plan every two years  
          primarily due to fiscal constraints or other activities assigned  
          priority by the Legislature or the Administration.

          The State Historical Building Code (SHBC) provides alternative  
          building regulations and standards for the rehabilitation,  
          preservation, restoration, or relocation of designated historic  
          buildings.  The SHBC has been a confusing program for some state  
          and local agencies because of inconsistencies in the statutes.   
          The changes proposed in AB 1732 are intended to clarify what  
          falls within the statute and thus assist the State Historical  
          Building Safety Board in implementing the applicable  
          regulations.
