           DIGEST  :    This bill makes a number of non-controversial  
          changes to laws related to housing.

           Senate floor amendments  of 8/29/03 (1) correct drafting  
          errors in SB 211 (Torlakson) of 2001; (2) delete proposed  
          chapter headings for the Davis-Stirling Act; and (3) make  
          other technical changes.

           ANALYSIS  :     State Historical Building Code  .  The State  
          Historical Building Safety Board within the Division of the  
          State Architect may propose for adoption by the California  
          Building Standards Commission alternative building

          standards for qualified historical buildings or structures,  
          known as the State Historical Building Code.

          This bill amends the State Historical Building Code act to:

          1. Uniformly reference "qualified historical buildings or  
             structures," which is a defined term.

          2. Provide that any local agency that enforces building  
             codes within their legal authority, in addition to the  
             building department, shall apply the alternative  
             standards of the code.

          3. Apply the act to structures or property at historical  
             locations or sites.

          4. Make other non-substantive, technical changes.

           Community Redevelopment Law  .  SB 211 (Torlakson) of 2001  
          allowed redevelopment agencies to extend time limits both  
          for incurring debt and for the life of a project area under  
          certain conditions.  With respect to project areas adopted  
          after January 1, 1994, SB 211 retained then-existing law  
          that exempted debt related to low and moderate income  
          housing from the time limit on incurring debt.  With  
          respect to project areas adopted prior to 1994, however,  
          this exemption was inadvertently removed.

          This bill reenacts this provision to exempt debt related to  
          affordable housing from the time limits associated with  
          pre-1994 project areas.

           Comments  

           Omnibus bill  .  SB 305 is intended to make non-controversial  
          changes to the codes relating to housing and community  
          development.  According to the Legislative Analyst, the  
          cost of producing a bill in 2001-02 was $17,890.  By  
          combining multiple matters into one bill, the Legislature  
          can make non-controversial amendments in the most  
          cost-effective manner.
