          BILL SUMMARY: 
          
          AB 1796 allows persons with certain felony convictions  
          involving possession or use of drugs to qualify for the  
          Food Stamp Program.  Specifically, this bill excludes drug  
          felons convicted of unlawfully transporting, importing,  
          selling, furnishing, administering, giving away, possessing  
          for sale, or manufacturing a controlled substance.

          STAFF COMMENTS: SUSPENSE FILE 
          
          The Department of Social Services (DSS) has estimated that  
          the annual ongoing costs of providing food stamps to these  
          individuals would be approximately $1.8 million in federal  
          funds.  Administrative costs to implement these changes in  
          2005 would be approximately $150,000, with ongoing annual  
          administrative costs of approximately $70,000 in future  
          years.
