SUMMARY
This bill makes numerous changes to the provisions of housing
element law. Specifically, this bill:
1)Provides uniform content requirements for land inventory to
ensure local governments provide sufficient detail and
information regarding the adequacy of sites to address the
regional housing need.
2)Expands the relocation assistance that local governments must
make available to persons displaced by the rehabilitation of
sites.
3)Requires HCD to accept certain densities as appropriate to
accommodate a jurisdiction's share of the regional housing
need for lower income households.
4)Revises the parking requirements for developments qualifying
for a density bonus.
5)Makes other, related changes to housing element law.
FISCAL EFFECT
1)Unknown state-reimbursable mandated costs, probably in excess
of $150,000 annually, for expanded relocation assistance
requirements on local governments.
2)Minor, absorbable workload costs to HCD.

COMMENTS
1)Background . Housing element law requires local government to
appropriately zone sites to accommodate their share of the
regional housing need, as determined by their Council of
Governments (COG) or HCD. Current law requires housing
elements to include a land inventory identifying sites
suitable for residential development by income level. The
purpose of the land inventory is to determine whether
additional governmental actions are needed to provide
sufficient sites with appropriate zoning, development
standards and infrastructure capacity to address the entire
regional need by income level.
2)Purpose . This bill provides uniform content requirements for
the land inventory to ensure that developers have access to
sufficient information regarding the adequacy of sites. This
bill also expands the relocation assistance that local
governments must make available to persons displaced by the
rehabilitation of sites.
