          BILL SUMMARY: 
          
          AB 2683 repeals the "rolling exemption" from Smog Check and  
          Smog Check II requirements for vehicles more than 30 model  
          years old and replaces it with an exemption for vehicles  
          manufactured prior to the 1976 model year.

          STAFF COMMENTS:  
          
          The Department of Motor Vehicles (DMV) will incur one-time  
          programming costs of approximately $138,000 to comply with  
          AB 2638. Costs to the Bureau of Automotive Repair (BAR),  
          which oversees Smog Check and Smog Check II, would be  
          minor. Costs to both DMV and BAR would be offset by revenue  
          generated by the $8.25 certificate of compliance fee  
          imposed on vehicle owners when they get their vehicles  
          certified at a Smog Check facility.
