Comments
Background . From 1997 through 2002, DTSC was granted
temporary authority to establish alternative hazardous
waste management standards. The purpose of DTSC's
universal waste regulations is to encourage and facilitate,
by streamlined management standards, the safe collection,
recycling, and disposal of a limited number of hazardous
wastes. This authority expired on January 1, 2003, which
prevents the department from adding to or modifying its
universal waste regulations. DTSC's former authority
allowed alternative requirements concerning record keeping
and reporting, hazardous waste transport requirements, and
permitting requirements for collection points that
temporarily store certain hazardous wastes. The sponsor,
California Manufacturers and Technology Association,
proposes to extend this sunset date to January 1, 2008,
without naming any other changes to the program.
