          BILL SUMMARY:  AB 50, an urgency measure, appropriates $1.3  
          million to the Victims Compensation and Government Claims Board  
          (Board) to fund the 2006-07 fiscal year operations of the Trauma  
          Recovery Center (Center) at San Francisco General Hospital. AB  
          50 also reauthorizes an interagency agreement between the Board  
          and the Center for the provision of services to victims of  
          crime.

          STAFF COMMENTS: SUSPENSE FILE
          Until Jan. 1, 2005, state law authorized the Board to enter into  
          an interagency agreement with the University of California, San  
          Francisco, for a four-year pilot program at San Francisco  
          General Hospital for the provision of comprehensive and  
          integrated services to crime victims. The Trauma Recovery Center  
          was established pursuant to that agreement and tasked with  
          providing services to San Francisco area victims of crime whose  
          needs were not currently being met, including services to  
          individuals residing in communities with limited services,  
          individuals who could not access services due to disability, and  
          family members and loved ones of homicide victims. 

          AB 50 reauthorizes the interagency agreement between the Board  
          and UC, San Francisco, and appropriates $1.3 million from the  
          Restitution Fund for the Center's continued operations in the  
          2006-07 fiscal year.

          Monies in the Restitution Fund are used for the direct  










          reimbursement of crime victims for out-of-pocket expenses  
          related to crimes, including unreimbursed medical and mental  
          health expenses and lost wages. The Restitution Fund receives  
          fines and penalties imposed by judges against persons convicted  
          of crimes and traffic violations as well as federal grant funds.

          STAFF NOTES the Restitution Fund is projected to have $123.2  
          million in revenues 2006-07, with $102.7 million in  
          expenditures. The fund reserve for 2006-07 is $109.8 million.
