        SUMMARY  :  Appropriates funds for the Trauma Recover Center (TRC) at  
        San Francisco General Hospital/University of California, San  
        Francisco (UCSF).    

         The Senate amendments  delete the Assembly version of this bill, and  
        instead:

        1)Make legislative findings and declarations regarding the  
          effectiveness of services provided at the TRC at San Francisco  
          General Hospital/ UCSF.

        2)Provide that the California Victim Compensation and Government  
          Claims Board (Claims Board) shall enter into an interagency  
          agreement with UCSF to establish a "victims of crime" recovery  
          center at the San Francisco General Hospital for the purpose of  
          providing comprehensive and integrated services to victims of  
          crime, subject to conditions set forth by the Claims Board.

        3)Specify that provisions of this bill shall not apply to the  
          University of California unless the Regents of California pass an  
          appropriate resolution, as specified. 

        4)Provide that $1.3 million for the fiscal year (FY) commencing  
          July 1, 2006, to be appropriated from the Restitution Fund to the  
          Claims Board for the implementation of the interagency agreement,

          as specified, for the purpose of continued funding for the TRC at  
          the San Francisco General Hospital.  This provision shall only be  
          implemented to the extent funding is appropriated for that  
          purpose. 

        5)Contain an urgency clause. 

         AS PASSED BY THE ASSEMBLY  , this bill created the Sex Offender  
        Containment and Management Act of 2006 which made numerous changes  
        and additions to laws relating to sex offenders.
         
        FISCAL EFFECT  :  According to the Senate Appropriations Committee  
        analysis, reauthorizes the interagency agreement between the Claims  
        Board and UCSF, and appropriates $1.3 million from the Restitution  
        Fund for the Center's continued operations in FY 2006-07.

         COMMENTS  :  According to the author, "The TRC has proven to be an  
        extremely effective program, winning prestigious awards and serving  
        the community with its innovative and comprehensive model of care.   
        Designed not only to increase access for crime victims to Victim  
        Restitution Funds, the TRC also has developed and tested a more  
        cost-effective, alternative model of care.  TRC provides a range of  
        mental health services, and these services are available at TRC and  
        also via trips by staff to the patients' home or community  
        depending on the needs of the patient.  As one patient stated, 'I  
        really liked the home visits.  When I did not feel safe to leave,  
        the services came to my doorstep.  I don't know what I would have  
        done without your program.'  Providing the TRC with funding for  
        three more years will allow time to find alternative funding, and  
        ensure that TRC, and the vital services it provides, will continue  
        to serve our community."
