An act to amend Section 8702 of the Government Code, relating to
borders.

AB 402, as introduced, Dymally. Borders: Mexico.
Existing law establishes in state government an Office of
California-Mexico Affairs, which includes the operations of the
Commission of the Californias and the California Office of the
Southwest Border Regional Conference.
This bill would make a technical, nonsubstantive change in these
provisions.
Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 8702 of the Government Code is amended to
read:
8702. There is in state government an Office of California-Mexico
Affairs. Within this office the operations of the Commission of the
Californias and the California Office of the Southwest Border
Regional Conference shall be continued.The office succeeds to and is
vested with all the duties, powers, purposes, and responsibilities
vested in the commission or the California office of the conference.
All officers and employees of the commission or the California office
of the conference who, on the effective date of this section, are
serving in the performance of a function vested in the commission or
the California office of the conference, shall be transferred to the
office. However, it is the intent of the Legislature that, upon the
effective date of this section, the staff of the office shall be
reduced to four persons in order to limit office personnel
expenditures expenses to the level authorized
for the commission and the California office of the conference for
the 1982-83 fiscal year.
The office shall have possession and control of all records,
papers, offices, equipment, supplies, moneys, funds, appropriations,
land, and other property, real or personal, held for the benefit or
use of the commission or the California office of the conference in
the performance of the duties, powers, purposes, responsibilities,
and jurisdiction of the commission or the California office of the
conference.
