   An act  to add Section 10007 to the Penal Code,  relating
to inmates.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 862, as amended, Bass.  Inmates: parental rights and
responsibilities.
   Under existing law, the Department of Corrections has
responsibility for the care and custody of inmates under its
jurisdiction.
   This bill would  express the intent of the Legislature
  require  that every inmate who is remanded to the
 custody of the  Department of Corrections who is a parent
of a minor child  shall   to  receive, upon
reception  to the department, a notice of parental rights
and responsibilities, including   ,  information
about  child support,  how to modify child support orders
 , and services provided by the family law facilitators  .
   Vote: majority. Appropriation: no. Fiscal committee:  no
  yes  . State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  
  SECTION 1.  It is the intent of the Legislature that every inmate
who is remanded to the Department of Corrections who is a parent of a
minor child shall receive, upon reception to the department, a
notice of parental rights and responsibilities, including information
about how to modify child support orders. 
  SECTION 1.   Section 10007 is added to the   Penal
Code   , to read:  
   10007.  Every inmate who is remanded to the custody of the
Department of Corrections who is a parent of a minor child shall
receive, upon reception, information on child support modification as
developed by the Department of Child Support Services which shall
include, but is not limited to, all of the following:
   (a) A Department of Child Support Services Child Support Handbook.

   (b) A pamphlet entitled "Child Support Information for the Parent
in Jail or Prison."
   (c) Information and forms on Compromise of Assigned Arrearages.
   (d) Information on services provided by the family law
facilitators.
