DIGEST : This bill requires a school district to ensure
that facilities that have heating and ventilation and
air-conditioning (HVAC) systems are inspected and repaired
by contractors or employees that have been certified by a
nationally recognized organization to maintain HVAC
systems.
ANALYSIS : Current law (The Leroy F. Greene School

Facilities Act) requires school districts participating in
the School Facilities Program to maintain a three percent
restricted reserve for routine maintenance, known as the
Deferred Maintenance Fund.
The Deferred Maintenance program provides state matching
funds, on a dollar-for-dollar basis, to assist school
districts with expenditures for major repair or replacement
of existing school building components.
This bill, which applies to existing school buildings:
1.Requires a school district to ensure that school
facilities that have HVAC systems are inspected by
contractors or school employees who have been certified
by one of several specified organizations to issue
inspection reports.
2.Provides that, in performing maintenance or repairs on an
HVAC system, a school district shall utilize contractors
or school district employees who have been certified by
one of several specified organizations to maintain and
repair HVAC systems.

There are approximately 1,000 school districts in the
state. If each incurred costs of $1,000 to certify its
employees, or to contract for the inspections, costs could
be up to $1,000,000 annually.
