DIGEST : Senate Floor Amendments of 8/25/06 delete the
prior version of the bill which codified a negotiated
agreement between the Thoroughbred Owners of California
(TOC) and the California Thoroughbred Trainers by providing
that the three owner-trainer representatives to the TOC
Board of Directors be appointed directly by both groups as
specified and extended described "sunset" provisions from
January 1, 2008 until January 1, 2009.
This bill now does the following: (1) increase the number
of satellite wagering facilities a fair or racing
association may operate in the central or southern racing
zones including commercial establishments, and (2) provides
that if a racetrack operating live racing in the central or
southern racing zones of California (Hollywood Park, Santa
Anita or Los Alamitos, etc.) discontinue live racing
operations, then those facilities would then be
grandfathered in to be able to continue operating satellite
wagering at a location in their city other than the track,

ANALYSIS : The purpose of the bill is to increase the
number of facilities able to offer satellite wagering in
the central and southern racing zones of California, and to
grandfather in the right of certain racing facilities to
keep satellite wagering if they discontinue live racing, as
described.
