BILL SUMMARY:
AB 2869 authorizes the Victims of Crime Program to reimburse the
crime-scene cleanup, burial and funeral expenses of a crime
victim who was on probation or parole if he or she was not
involved in the crime which resulted in his or her death.

STAFF COMMENTS: SUSPENSE FILE
The Victim Compensation Program provides repayment for financial
losses to victims and derivative victims (family members and
dependents) of violent crime when there is no other
reimbursement source. Victims may be eligible for medical,
dental and mental health coverage; loss of income; relocation
expenses; home security improvements; funeral/burial costs;
crime scene cleanup; and home or vehicle modifications.
It is unknown how many individuals are killed each year who are
on probation or parole and whose next of kin would seek
reimbursement for crime-scene clean-up, funeral and burial costs
if this bill were to become law. The maximum amount payable for
the funeral benefit is $7,500 and the maximum payable benefit
for crime-scene clean-up is $1,000. If 20 people were to seek
the full $8,500 reimbursement AB 2869 authorizes, annual costs
would exceed $150,000.
STAFF NOTES the 2006 Budget Act projected a $109 million reserve
for the Restitution Fund.
