          CONCURRENCE IN SENATE AMENDMENTS

           SUMMARY  :  Requires the Secretary of the California Department of  
          Corrections and Rehabilitation (CDCR) to establish a Reentry  
          Advisory Committee (RAC) to advise the Secretary on all matters  
          related to the successful statewide planning, implementation and  
          outcomes of all re-entry programs and services offered by CDCR.   


           The Senate amendments  delay implementation until July 1, 2007,  
          and add a January 1, 2011, sunset date.

           AS PASSED BY THE ASSEMBLY  , this bill:

          1)Provided that RAC shall be comprised of the following members  
            appointed by the Secretary of CDCR:  

             a)   A representative of the California League of Cities;

             b)   A representative of the California State Association of  
               Counties;

             c)   A representative of the California State Sheriffs'  
               Association;

             d)   A representative of the California Police Chiefs'  
               Association;

             e)   A representative of CDCR;

             f)   A representative of the State Department of Mental  
               Health;

             g)   A representative of the State Department of Social  
               Services;

             h)   A representative of the State Department of Health  
               Services;

             i)   A representative of the Labor and Workforce Development  
               Agency;

             j)   A representative of the County Alcohol and Drug Program  
               Administrators Association;

             aa)  A representative of the California Association of  
               Alcohol and Drug Program Executives;

             bb)  An individual with experience in providing housing for  
               low-income individuals;

             cc)  A recognized expert in restorative justice programs;

             dd)  An individual with experience in providing education and  
               vocational training services; and,

             ee)  An independent consultant with expertise in community  
               corrections and re-entry services.

          1)Required RAC to meet at least quarterly at a time and place  
            determined by the Secretary.  RAC members shall receive  
            compensation for travel expenses, as specified in existing  
            law, but no other compensation.

          2)Provided that RAC shall advise the Secretary of CDCR on all  
            matters related to the successful statewide planning,  
            implementation and outcomes of all re-entry programs and  
            services offered by CDCR, with the goal of reducing recidivism  
            of all persons under the jurisdiction of CDCR.

          3)Required RAC to consider, and advise the Secretary of CDCR of,  
            the following issues:

             a)   Encouraging collaboration among key stakeholders at the  
               state and local levels;

             b)   Developing a knowledge base of what people need to  
               successfully return to their communities from prison and  
               what resources communities need to successfully provide for  
               these needs;

             c)   Incorporating re-entry outcomes into CDCR organizational  
               missions and work plans as priorities; 

             d)   Funding of re-entry programs;

             e)   Promoting systems of integration and coordination;

             f)   Measuring outcomes and evaluating the impact of re-entry  
               programs; and,

             g)   Educating the public about re-entry programs and their  
               role in public safety.

           FISCAL EFFECT  :  According to the Senate Appropriations  
          Committee, CDCR estimates it will require two additional  
          positions to provide the staff and clerical support for the  
          committee at an estimated cost of $150,000, including benefits.   
          Travel, lodging and per diem for committee members for non-state  
          employees to attend quarterly meetings is estimated at $10,000  
          annually.

           COMMENTS  :  According to the author, "The recidivism rate for  
          parolees released from California's prisons is nearly twice the  
          national average.  This bill seeks to create a re-entry advisory  
          panel within CDCR so that the relevant stakeholders may discuss  
          how parole is working the State of California and how best to  
          implement policies and procedures designed to successfully  
          re-integrate parolees into the community."
