           SUMMARY

           This bill requires, if an agency receives funding from both the  
          Comprehensive Statewide Domestic Violence Program (CSDVP) in the  
          Office of Emergency Services (OES) and the Maternal and Child  
          Health Branch (MCH Branch) of the Department of Health Services  
          (DHS) during any grant cycle, the CSDVP and the MCH Branch, to  
          the extent feasible, to coordinate agency site visits and share  
          performance assessment data with the goal of improving  
          efficiency, eliminating duplication, and reducing administrative  
          costs. 

           FISCAL EFFECT

           COMMENTS  

           1)Purpose  .  According to the author, more than 80% of victim  
            shelters receive funding from both OES and DHS.  Most shelters  
            operate on low budgets and rely heavily on volunteer  
            assistance to keep their doors open.  Because both OES and DHS  
            are required to conduct site visits to assess basic operating  
            procedures, the author contends the two agencies should  
            consolidate visits and share assessment data, saving the state  
            and shelters time, energy, and valuable resources.

           2)Background .  Current law establishes in OES a Comprehensive  
            Statewide Domestic Violence Program that provides financial  
            and technical assistance to domestic violence shelter service  
            providers.  Existing law also establishes in the MCH Branch of  
            DHS a comprehensive shelter-based grant program to battered  
            women's shelters.  Both programs have a statutory requirement

            for site visits.

          The requirement that this bill imposes currently exists for the  
            DHS-administered grant program, except that this bill updates  
            current law by requiring OES to meet this requirement instead  
            of the Office of Criminal Justice Planning, which no longer  
            exists.  Additionally, this bill amends the OES-administered  
            Comprehensive Statewide Domestic Violence Program statute to  
            require coordination of site visits and the sharing of  
            performance data with DHS.
