          Violence and Stalking (Cal-CAP) and makes technical changes  
          to the statute that governs the domestic violence programs  
          within the Maternal Child Health Branch of the Department  
          of Health Services and the Comprehensive Statewide Domestic  
          Violence Program within the Office of Emergency Services. 

           Assembly Amendments  (1) allow sexual assault victims to  
          participate in the Safe At Home program, also called  
          Cal-CAP, which is an address confidentiality and  
          mail-forwarding program administered by the Secretary of  
          State, and (2) make technical changes. 

           ANALYSIS  :    

          Existing law: 

          1. Requires the Maternal and Child Health (MCH) Branch of  
             the State Department of Health Services (DHS) to  
             administer a comprehensive shelter-based grant program  
             to battered women's shelters.  

          2. Creates in the Office of Emergency Services (OES) a  
             Comprehensive Statewide Domestic Violence Program  
             (CSDVP) to provide financial and technical assistance to  
             domestic violence shelter service providers.  

          3. Specifies in the Health and Safety Code Section  
             governing the MCH program that if an agency receives  
             funding from both the MCH Branch of DHS and the CSDVP in  
             OES during any grant cycle, the MCH and the CSDVP shall,  
             to the extent feasible, coordinate agency site visits  
             and share performance assessment data with the goal of  
             improving efficiency, eliminating duplication, and  
             reducing administrative costs.  

          4. Requires the MCH Branch and OES to conduct a minimum of  
             one site visit per grant term and one site visit every  
             three years, respectively, for each agency funded under  
             the programs.  

          5. Specifies that the purpose of the site visit is to  
             conduct a performance assessment of, and provide  
             subsequent technical assistance for, each agency  
             visited.

          This bill: 

          1. Extends California's Confidential Address Program for  
             Victims of Domestic Violence and Stalking (CalCAP)  
             eligibility to include victims of sexual assault, in  
             addition to victims of domestic violence and stalking. 

          2. Defines "sexual assault" as an act or attempt made  
             punishable by specified sections of the Penal Code. 

          3. Requires MCH and CSDVP, to the extent feasible, in the  
             event an agency receives funding from both MCH and CSDVP  
             during any grant cycle, to coordinate agency site visits  
             and share performance assessment data with the goal of  
             improving efficiency, eliminating duplication, and  
             reducing administrative costs. 

          4. Duplicates the language requiring coordination in #3  
             above in the Penal Code. 

          5. Adds language to resolve a chaptering conflict with AB  
             2051 (Cohn).

          According to the Assembly Appropriations Committee  
          analysis, assuming a doubling of the number of "Safe at  
          Home" enrollees (from the current 2,600) and a 50 percent  
          increase in current program costs, annual General Fund  
          costs would increase by approximately $180,000.

           ARGUMENTS IN SUPPORT  :    According to the author's office,  
          more than 80 percent of victim shelters receive funding  
          from both OES and DHS.  Most shelters operate on low  
          budgets and rely heavily on volunteer assistance to keep  
          their doors open.  Because both OES and DHS are required to  
          conduct site visits to assess basic operating procedures,  
          the author states that there is great reason for the two  
          agencies to consolidate visits and share assessment data,  
          saving the state and shelters time, energy, and valuable  
          resources. 

          Supporters argue that by requiring OES and DHS to work  
          together, this bill will significantly reduce unnecessary  
          duplication that waste the time and resource of domestic  
          violence programs and shelters.
