           SUMMARY  

          This bill, the Senate Public Safety Committee's annual omnibus  
          bill, makes a series of mostly technical changes and corrections  
          to numerous Penal Code Sections. For example, this bill:

          1)Changes references from "district attorney" to "prosecutor."

          2)Changes references from "clergyman" to "members of the  
            clergy."  

          3)Repeals a provision of law, related to a member of a county  
            board of parole commissioners, that was superseded by a later  
            statute.

          4)Adds Financial Code sections inadvertently omitted authorizing  
            the release of Criminal Offender Record Information (CORI) to  
            financial institutions.

          5)Clarifies that a victim's name must be included on a report of  
            child abuse or neglect only if the name is known to the  
            mandated reporter.

          6)Adds a cross-reference to provisions of law, which authorizes  
            the Department of Justice (DOJ) to charge a fee for access to  
            the Child Abuse Central Index (CACI) for employment purposes,  
            to include applicants for employment as a peace officer. 

          7)Corrects spelling, grammatical, numbering, chaptering, and  
            cross-referencing errors.

          Negligible fiscal impact, aside from the provision allowing the  
          DOJ to charge the existing $15 fee to government agencies  
          seeking CACI checks for peace officer background checks. DOJ  
          estimates this fee authorization extension will provide about  
          $100,000 to cover the cost of some 6,700 CACI background checks.  
            

           COMMENTS  

           Rationale  . According to the author, "The annual Senate Public  
          Safety Committee's omnibus bill is introduced by all members of  
          the Committee with the following understanding: the omnibus bill  
          makes only technical minor changes to the law; there is no  
          opposition by any organized group; and, if any member of the  
          Committee has a concern, that provision will be deleted."
