           SUMMARY  

          This bill revises various aspects of adoptions law including  
          those related to assisted reproduction, felony convictions of  
          parents, appearance by prospective adoptive parents, and  
          presumed father proceedings.

          FISCAL EFFECT  

          There are no significant costs associated with this legislation.

           COMMENTS  

           Rationale  .  According to the author, this bill will  
          significantly expedite the adoptions process by making various  
          revisions to the current adoptions laws. The sponsor, the  
          Academy of California Adoption Lawyers, characterizes this bill  
          as providing primarily clean up and clarifications of the family  
          code.
