To the Members of the California State Senate:

California has been a national leader in reducing the rate of teen
pregnancy by implementing a multi-faceted sex education and pregnancy
prevention program that includes mentoring, youth development, and
the use of various sex education curriculums.  I believe a key
strength of California's program has been its ability to support
organizations to design and implement programs that meet the needs of
their local community.

I am unable to support Senate Bill 1471 because it imposes new
restrictions on California's community-based pregnancy prevention
programs and their funding, thereby encroaching on local decision
making.
