An act to add Chapter 5.8 (commencing with Section 51950) to Part
28 of Division 4 of Title 2 of the Education Code, relating to pupil
instruction.

AB 88, as amended, Lieu. Pupil instruction: Internet safety
curriculum guidelines. resources.
Existing law prescribes various matters to be included in the
adopted course of study at the appropriate elementary and secondary
grade levels.
This bill would require the State Department of Education to
develop and maintain a comprehensive list of Internet
safety curriculum guidelines resources
for use by local educational agencies. The bill
list would require the guidelines
be required to include, but not be limited to, specified
subjects on Internet safety . The bill would also require
the department to distribute the guidelines ,
and make available on its Internet Web site, the list to local
educational agencies , upon approval of the guidelines by
the State Board of Education . The bill would
authorize a A local educational agency
would be authorized to incorporate the guidelines
resources into the agency's existing curricula.
The department would be required to consult with regional and
national experts and advocates on emerging Internet safety concerns
and educational solutions.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Chapter 5.8 (commencing with Section 51950) is added to
Part 28 of Division 4 of Title 2 of the Education Code, to read:
CHAPTER 5.8. ELEMENTARY AND SECONDARY SCHOOLS INTERNET SAFETY
CURRICULUM RESOURCES
51950. (a) The On or before January 1,
2009, the department shall develop and maintain
Internet safety curriculum guidelines a comprehensive
list of Internet safety resources for use by local educational
agencies.
(b) The Internet safety curriculum guidelines
list of Internet safety resources shall include, but are
not limited to, the following:
(1) The importance of avoiding reckless conduct while visiting a
social networking Web site or Internet chat room.
(1) Safe and responsible navigation and communication on social
networking Web sites, chat rooms, electronic mail, bulletin boards,
instant messenger, and other means of communication on the Internet.
(2) The importance of maintaining keeping
personal information and photographs private when interacting
with strangers on the Internet.
(3) The Recognizing and reporting
solicitations by sexual predators online and the importance of
anonymity and avoiding in-person meetings.
(4) The role of computer spyware in identity theft and financial
fraud.
(4) Recognizing and avoiding unsolicited or deceptive
communications received online.
(5) The use and basic operation of spyware countermeasures,
including anti-virus antivirus and
anti-spyware antispyware software and
hardware and software firewalls.
(c) Upon approval of the guidelines by the State Board, the
department shall distribute the guidelines

educational agency may incorporate the guidelines
resources into the existing curricula of the agency.
(d) The department shall consult with regional and national
experts and advocates on emerging Internet safety concerns and
educational solutions.
