An act to add Section 52052.3 to the Education Code, relating to
pupil achievement.
LEGISLATIVE COUNSEL'S DIGEST
AB 519, as amended, Mendoza. Pupil achievement: Academic
Performance Index.
Existing law requires the Superintendent of Public Instruction,
with approval of the State Board of Education, to develop the
Academic Performance Index (API), which consists of a variety of
indicators currently reported to the State Department of Education,
to track the achievement of schools and their pupils. Existing
law also requires the Superintendent to provide an annual report to
the Legislature on the graduation and dropout rates in California and
to make the report available to the public.
This bill would require the department
Superintendent to prepare and submit to the Legislature by
July 1, 2008, a plan to include dropout data in the API,
and to develop a definition of the term "dropout" for that
purpose , and include statistics and data in the API
regarding the availability at public high schools of prerequisite
courses required for admission to the California State University and
the University of California .
Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 52052.3 is added to the Education Code, to
read:
52052.3. The department Superintendent
shall do all of the following:
(a) Prepare By July 1, 2008, prepare
and submit to the Legislature a plan to include dropout data in the
Academic Performance Index (API).
(b) Develop a definition of the term "dropout" for purposes of
subdivision (a). this section, and report
this definition in the report submitted pursuant to subdivision (a).
(c) Include statistics and data in the API regarding the
availability at public high schools of prerequisite courses required
for admission to the California State University and the University
of California.
