STAFF COMMENTS:
Penal Code 5010 states legislative intent that while, in
specific cases and for therapeutic reasons, exercise and use of
weight training equipment may be beneficial to inmates' health
and certain vocational activities, like firefighting, it is also
the Legislature's intent to limit inmates' access to weights and
weight training equipment where it's determined such access may
pose a safety concern to the correctional facility or the
general public upon an inmate's release.
AB 932 would add a section to the Penal Code directing the
secretary of CDCR to make weight training equipment available to
those inmates involved in fire fighting efforts and specifies
that such equipment is to be used in accordance with Section
5010.
CDCR indicates one-time costs of $105,700 to equip each of its
42 fire fighting camps with two benches, two bars, plates and
dumbbells.
