An act to amend Section 53560 of the Health and Safety
Code, relating to housing. An act to add Section
25722.9 to the Public Resources Code, and to add Section 92.7 to the
Streets and Highways Code, relating to greenhouse gas emissions.

AB 1675, as amended, Nunez. Transit-Oriented Development
Implementation Program. Greenhouse gas emissions:
Department of Transportation: purchasing specifications.
(1) Existing law requires the Department of General Services, in
consultation with the State Energy Resources Conservation and
Development Commission and the State Air Resources Board to develop
and adopt specifications and standards for fuel economy and emissions
for all passenger cars and light-duty trucks that are purchased or
leased on behalf of, or by, state offices, agencies, and departments.
This bill would require the Department of Transportation to
develop specifications and standards for fuel economy and emissions
for medium- and heavy-duty vehicles that are purchased by the
department for its fleet.
(2) Existing law makes the Department of Transportation
responsible for the construction of state highways and authorizes it
to do any act necessary for the construction, improvement,
maintenance, or use of highways under its jurisdiction, possession,
or control.
This bill would require the Department of Transportation, on or
before January 1, 2010, to develop cement specifications for the
department's purchasing of cement for nonstructural purposes that
would require the cement to include a 5% to 10% noncement blend or
content with equivalent greenhouse gas emission reduction.
Existing law establishes the Transit-Oriented Development
Implementation Program under the administration of the Department of
Housing and Community Development, to provide local assistance to
cities, counties, cities and counties, transit agencies, and
developers for the purpose of developing or facilitating the
development of higher density uses within close proximity to transit
stations that will increase public transit ridership.
This bill would make a technical, nonsubstantive change to these
provisions.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 25722.9 is added to the
Public Resources Code , to read:
25722.9. (a) The Department of Transportation shall develop
specifications and standards for fuel economy and emissions for
medium- and heavy-duty vehicles that are purchased by the department
for its fleet.
(b) The specifications and standards developed pursuant to
subdivision (a) shall not apply to the purchase of authorized
emergency vehicles, as defined in Section 165 of the Vehicle Code.
SEC. 2. Section 92.7 is added to the
Streets and Highways Code , to read:
92.7. On or before January 1, 2010, the department shall develop
cement specifications for the department's purchasing of cement for
nonstructural purposes, including, but not limited to, sidewalks,
roads, and parking lots. The specification shall require the cement
to include a 5 to 10 percent noncement blend or content with
equivalent greenhouse gas emission reduction.
SECTION 1. Section 53560 of the Health and
Safety Code is amended to read:
53560. There is hereby established the Transit-Oriented
Development Implementation Program, to be administered by the
Department of Housing and Community Development, to provide local
assistance to cities, counties, cities and counties, transit
agencies, and developers for the purpose of developing or
facilitating the development of higher density uses within close
proximity to transit stations that will increase public transit
ridership.
