SUMMARY
This bill allows the California Horse Racing Board (CHRB) to
authorize the Del Mar Fair (the 22nd District Agricultural
Association) to use allocations of racing weeks from the central
zone and conduct thoroughbred racing at Del Mar race track
throughout the year, whether or not those racing days coincide
with an annual fair, so long as the aggregate racing weeks
conducted in the southern and central zones do not exceed the
total aggregate racing weeks allocated.
FISCAL EFFECT
There are no significant costs associated with this legislation.
COMMENTS
Purpose . This bill is proposed in order to allow the Del Mar
race track to pick up some of the racing days that are currently
allotted to Hollywood Park in anticipation of that track's
closure. Under current law, the southern zone (Del Mar race
track) is allowed to conduct thoroughbred races for seven weeks
each year. The central zone, which includes both Santa Anita
and Hollywood Park, conducts racing for 42 weeks.
In the event Hollywood Park closes down, there is no flexibility
in current law that would allow those race weeks to be
redistributed. This bill would allow Del Mar to absorb some of
those lost weeks as long as the aggregate number of race weeks
in the southern and central zones does not exceed 49 weeks each
